Moore Settlement Pre-screened Proposals

Introduction

This collection of pre-screened proposals is offered by the Moore Collaborative Committee to assist school districts applying for grants from the Moore Settlement. The 19 proposals have been vetted for quality and applicability to the settlement’s terms. Districts can also create their own grant proposals or use other vendors.

How to use this material

The summary list starting on the next page contains links to Research Framework documents describing each proposal. Districts should study their local conditions and choose solutions that address school needs. Although much of the information needed to complete a grant application is included in the Research Framework, districts are responsible to contact vendors to tailor proposals to their needs and determine cost factors. Content from the Research Framework can be pasted directly into the grant form, where applicable. However, each district must make its own case as to how the activity will address individual school needs. Districts are encouraged to group schools and team with other districts to create efficiencies and savings in grant activities.  Groups may submit a single grant application, delineating information and data separately for each entity. 

The proposals cover two grant programs, the Targeted Resources Grant, and the Teacher Retention Grant. Two proposals are specifically tailored for the Teacher Retention Grant: Avant-Garde “Building Localized Systems”  and Alaska Humanities Forum “Cross-Cultural Competence” . However, these and many other proposals on the list are applicable to either grant program. Districts will have to review their own needs and which program is most applicable. Details of the grant programs are available in the Moore Settlement itself, and in the Fact Sheets issued by EED.

How this material was developed

At the direction of the Moore Collaborative Committee and the settlement itself, EED issued a Request for Information with the Research Framework asking vendors and agencies to propose solutions to assist Alaska schools, particularly the 40 Moore schools. By the deadline on August 15, EED received 34 proposals, which it forwarded to CEAAC for review and ranking. A team of three education professionals sorted and ranked the proposals, yielding the packet of 19 which are offered here. CEAAC presented a report to the Moore Collaborative Committee on August 28 explaining the screening process, which the Committee approved.

Note, many proposals that were not recommended among the 19 also have high merit, but were not judged applicable for use of Moore funds. Districts are encouraged to review the full range of proposals.
